Can I use pitch bend slider for both +/- direction?

No. When the top part is touched, the parameters of the slider change to the value set at the [SLIDER DESTINATION] category.

Although you cannot use the TORAIZ AS-1 slider like a pitch wheel, +/- pitch bend is available if you use a pitch wheel on an external MIDI device.
