The [SEND] knob doesn't work when I lower the fader of the channel I want to add the effect to.

This is a part of the unit's specifications and not a malfunction.
To have echo tail when echo or other FX are applied, the sound can't be output even if the [SEND] knob is turned when the fader is set to the bottom. That's why the [SEND] knob doesn't work.
