The [SEND] knob doesn't work when the channel rotary fader of the channel I want to add an effect to is turned down. Why?

This is part of the specifications of the product.

To leave an effect sound when applying reverb or other effects and then turning down the channel rotary fader, the product doesn't output audio even if the [SEND] knob is turned up while the channel rotary fader is turned down.
