On Library Creator, an error (Selected device is removed. Error Code: E-07) is displayed and I cannot create a library.

This would seem to indicate that the USB memory device or USB hard disk was removed during creation of the library. Carefully connect the USB memory device or USB hard disk and try to create the library again.
