How is the playback order of songs in USB memory device or USB hard disk determined?

They are played back in ASCII code order. Usually, in the following order: (1) file name figures, (2) alphabetic upper case characters and (3) alphabetic lower case characters. Playback order is determined by file name (not ID tags).
