-Have the tracks been analyzed with rekordbox? Analyze the tracks with rekordbox.

-Press the TIME button while pressing the SHIFT button. When the quantize function is on, [QUANTIZE] is displayed on the FL.

-Even for tracks that have been analyzed with rekordbox, the quantize function will not work if the tracks have been loaded in the folder browsing mode. Load them in the library browsing mode.
