Can a PC or Macintosh computer with a performance below that indicated in the recommended specifications be used?

This is not supported. Use a computer that meets the recommended specifications or better. Otherwise, sound interruption or other problems may occur. (If you use a non-recommended OS, you may not be able to install some DJ application programs.)
